The Commission examined potential avenues of federal financial support while preparing the Environmental Assessment for the project and determined that it would not be able to secure conventional federal transportation funds to carry out the project. Following enactment of the American Recovery and Reinvestment Act of 2009 ("Stimulus Package"), the Commission applied for a $300 million Transportation Investment Generating Economic Recovery (TIGER) grant and a $130 million Transportation Infrastructure Finance and Innovation Act (TIFIA) loan. The Commission subsequently filed a second application for a $130 million TIFIA loan in 2010. The Commission ultimately was unsuccessful in these project funding efforts.
