As part of the Environmental Assessment (EA), the consultant team developed a series of alternatives for carrying out the project. Selection criteria included engineering feasibility, cost and the effect of those alternatives on the surrounding area. The evaluation of the various alternatives took into account input from public agencies, local communities and residents who have a stake in the project. The process resulted in the selection of a Preferred Alternative, as identified in the EA document released for public review and comment on December 9, 2009. Prior to its release, this document was reviewed by the following entities: Federal Highway Administration (FHWA), Pennsylvania Department of Transportation (PENNDOT), New Jersey Department of Transportation (NJDOT), U.S. Department of Transportation, U.S. Environmental Protection Agency, U.S. Army Corps of Engineers, U.S. Department of the Interior's National Marine Fisheries Service, and the Pennsylvania Department of Environmental Protection. Subsequent to the initial EA's release, the Delaware River Joint Toll Bridge Commission concluded that it will need to toll the replacement Scudder Falls Bridge to help pay the project's substantial costs in the absence of available federal or state funding support. The addition of tolling constituted a change in the project's Preferred Alternative, which requires that the Commission amend its initial EA document to reflect the added tolling element. The November 2011 Addendum to the Environmental Assessment serves this purpose.
