A variety of factors ultimately will determine when the start of construction activities for this project will occur. As of fall 2011, the project was still undergoing review in accordance with the National Environmental Policy Act (NEPA). Final design is scheduled to begin after completion of the (NEPA) process. The Commission is still currently working with outside agencies to identify the date for issuance of a NEPA decision by the Federal Highway Administration (FHWA). (Note: The start of construction could be affected if the Delaware River Joint Toll Bridge Commission decides to carry out the project as a public-private partnership [P3], which is being assessed.)

Once construction begins, it is estimated that it will take three to four years to complete the project.
