The Federal Highway Administration (FHWA) has determined that LOS D is appropriate for urban areas during rush hours. The I-95/Scudder Falls Bridge Improvement Project study area is classified as an urban area due to its proximity to Philadelphia, Trenton and Newark metropolitan areas. If traffic grows according to project traffic projections for 2030, then the Level of Service would be a C when construction is completed; and then decline to LOS D by the year 2030. In order to create better than LOS D in 2030, the improvements to the Bridge would need to be much more extensive. This would increase both the project cost and the environmental impacts. A LOS D is a level of improvement that is responsive to budgetary and environmental objectives.
